As was reported on Phoronix, the upstream at https://github.com/apple/cups/releases/ has been near dormant for a long time. The OpenPrinting folks cloned that in order to make sure the code would survive and continue to be improved. Kind of a libreoffice feeling to it.
I see that Arch has gone to this as the upstream. I didn't check any other major distros but I am sure there are those here who follow them. There is a tarball release just posted moments ago of "2.3.3op1" with a long list of fixes in the release notes. https://github.com/OpenPrinting/cups At some point BLFS will have to make a choice whether to switch.
