I looked again in my files (I repeat, not on a lfs, so you may have to adapt paths to suit your compiling options) I have all french langagues in /usr/share/locale/fr/ so first check you have such a directory containing LC_MESSAGES directory (translation files for kde apps) then I have [Locale] Country=C Language=fr:en_US:en_GB PositiveSign= in ~/.kde/share/config/kdeglobals but that is exactly what I set in the control center, so you shouldn't have to change anything by hand in this file.
