This came up some months back, and I'm not going to dig up the link, but there's some logic behind /usr/lib/pkgconfig vs. /usr/share/pkgconfig. System-independent packages (like iso-codes, which just carries data) should install their pkg-config data in /usr/share/pkgconfig.
