Problem: Unable to administer "cups" because it will not accept root password.

I have reviewd "help" at www.kde.org and reviewed several "Googled" sites
for information.
I have reviewed the Cups Software Administrative Manual, several README.txt's
and INSTALL.txt's I also have tried various configure options in
cups-1.1.20, cups-1.1.23 and cups-1.2.4 but cannot get administratve control.

1. I have a single computer and I am the only person that has physical access
to it and I don't need this type of security. What "configure" options,
ie --disable-xxx, are required to install cups without this security armor?

2. Is there some document available that would explain the step by step
process that is intended to take place?

3. Is there some some simple way of "uninstalling" cups? (There is no "make
uninstall")

My system was compiled in accordance with the online version LFS-6.2 and
BLFS-6.1. It should be noted that prior to being prevented any
administrative access that it was possible to execute:
"lpadmin -p Lexmark -m lexe322.pdd -v parallel;//dev/lp0 -E" followed by
confirmation that the printer did indeed print. After several
reinstallations with different configure options I am now denied any
administrative commands by repeated requests for the root password.
