I mean 'use the font I specified, but if a character is missing use a different font for that character' which seems to be what the the browsers are doing, e.g. use DejaVu Sans Mono if the character is present in it, then fall back to FreeMono for things like 'w' or 'y' with dot-over and the schwa or 'turned e' phonetic symbol.
