Most likely /usr/X11R6/bin/Xorg is not setuid root. What is the output
of "ls -l /usr/X11R6/bin/Xorg"?

Following some hints I solved the problem yet, by  change
/etc/pam.d/xserver to:
auth required /lib/security/pam_permit.so
account required /lib/security/pam_permit.so
