I think that's just the way xdm works by default, only checking for a
.xsession files in the users home directory. One thing to do is beef
up Xsession. It's really just a sample.
As for xsm, I haven't used it. I'm looking at the source now, and it
seems it checks ~/.xsmstartup and then
${XORG_PREFIX}/lib/X11/xsm/system.xsm. Is that where your system file
is, and what are its contents?
Try looking at the file ~/.xsession-errors. It should tell you what's
going on in your current session.
