It sounded worse than that to me. He said all was fine while
chrooted, then after exiting chroot, things didn't work right. Then,
after chrooting, things worked.

This tells me his toolchain is corrupt and somehow looking for the
host tools, which aren't available outside chroot.

Anyway, I hope things are cleared up for you!
