Probably most people don't need it. If your kernel has the correct
drivers, and turned on dma, it should run the disk(s) at full speed.
I seem to remember (going back a few years) that I used to need to
use hdparm to speed things up, but that was a long time ago.
Fortunately, the LFS-style initscripts are pretty straightforward -
copy the template, add the command and its options, and typically
link it from a suitable position in rcsysinit.d.

I guess the blfs editors would like you to create a trac ticket for
the version upgrade (for *any* package's version upgrade). And if
you think there are good reasons why people need to run hdparm from
an initscript, I guess you could raise a ticket for that.
