Many thanks for your helpful suggestions.  In the end   it appears to have 
been an aerial problem.  With the Hauppauge winTV novaT stick I tried an old   
internal  telly aerial  and was able to scan channels and watch TV using 
Kaffeine.    It also seems to be particular about the usb interface on the 
host.  For example with identical kernel configuration I was able to   get 
good reception on an athlon-cpu  box with an nvidia  chipset and nothing on a 
intel-celeton-cpu  box with an ati radeon chipset.

Overall the avermedia device gives better performance (than the hauppauge 
device)  on  the Linux setups  (all BLFS) I have tried over the last year.  
For the avermedia device,  it  is easier to be recognised and channels easier 
to scan and picture quality better.
