The main advantage of LaTeX over TeX is that there is WAY more packages
for common and less common tasks. So I wouldn't recommend TeX for a
newbie nowadays.

For the installation of a (La)TeX distribution, teTex, although it
still works, is completely out of date.

The instructions from the TeXLive site should be OK. If you are not
sure, monitor what is installed to be able to get rid of it if it
doesn't work. TeXLive now has a upgrade manager named tlmgr, which
enables you to be up to date on evolving packages. It doesn't work now
on Debian and Ubuntu, but I think it's a nice tool.
