I ran texhash, it got me past a previous error (I forget the details) 
but it didn't help with the pdftex.fmt problem because the file did not 
exist.

I think that's where I went wrong, the source code is not fit for public 
consumption. All the people who have tried to help suggest I install 
precompiled binaries of one sort or another and that's not my style. I 
don't need to use Latex, I was just interested to learn more about it, 
but not interested enough to install precompiled binaries.

No, it's trivial to use find to search for a file. It did not exist.

I've had quite enough frustration with Latex for now.
Thanks for your help. I'm sorry there was a delay with your mail getting 
through to the list. If it had arrived a week ago I might have still had 
some enthusiasm left for the problem.
