OK, I was looking at my sandbox.  There are some changes that need to be 
committed that will fix that up.

The only tqt.cp I have is in /usr/lib/pkgconfig/.  During development, 
there was a lot of tries and retries.  I dod not go back and try to 
rebuild from a clean environment.  I'll go ahead and reverse the order 
of arts and tqtinterface and add tqtinterface the the arts required prereqs.
