I found ~/.kde/share/config/kwalletrc and changed Enabled=false to Enabled=true. Kwallet is now enabled and operating. It manages my kmail password.I can open Kwalletmanager and confirm it has my pop3 data. This is a workaround though. It is still so that I can not change any settings using the Kwallet-manager GUI. The GUI responds to the enabled/disabled setting when I edit the rc file, as you suggested, but I can not change anything else. I suppose I can edit the rc file again, if and when needed, for other settings. What is the root cause? Whatever it is, it is still there. Any other Kwallet parameter change using kwalletmanager and I get "Sorry, the system security policy didn't allow you to save the changes."
