However, what fixed my problems was the final configuration section (there are multiple sections on the docbook-xml page) about scrollkeeper. After I ran these commands I could compile xdg-utils. Not sure if I got the same error as you did though.
So when you installed docbook-xml you ran those commands, then later you went back and re-ran those commands to fix the problem that you were having?
