The latest Development BLFS instructions for xine-lib-1.2.6 work for me.
I haven't tried the instructions from the stable book.
As for VLC, I had that issue with DVDs when Hardware-accelerated
decoding was set to Automatic, which turned out to be using "VDPAU video
decoder". I set mine to "VA-API video decoder via DRM" and it solved the
problem for me. The setting is in Tools->Preferences->Input / Codecs.
