I can't comment directly on the reader, since I haven't purchased one.
But, here is something to consider.
Look for a card reader that will handle the widest range of compact flash cards.
Also, determine which types of cards you already have.
As for the cel phone card, I am not sure that you would want to format that 
card.
The only card that I am aware of in respect to cel phones, is the simm card, 
and you don't want to 
mess with that one,
as it contains information necessary to operate the phone.
I can't really comment further on the cel phones, since that is out of my field.
