Julie, I have been studying your problem.  I have an idea.  Before you 
completely reinstall Windows or, heaven forbid, re-format your hard drive, 
try deleting Internet Explorer and re-installing it.
If you are using Explorer 7, just go to the Microsoft site and download 
another copy.  Then re-install Explorer.

Before you do though, save all of your contacts information by exporting it 
to another file.
Your folders should be okay.

Explorer, as you probably know, includes Outlook Express.  Now, if the error 
is generated by Explorer, re-installing it should give you a fresh copy.
That's a lot easier than re-installing Windows.
