Not sure if you want to try this or not, but there is an unofficial service
pack release for Windows 98 that includes drivers for USB.
Go to:

After that page loads, in the search box type in, Windows 98 service pack.
It will lead you to the download.
Since I don't have Win98 on any of my machines, I can't tell you anymore
than that.

Hello,
I have a computer that is running Windows 98 on it.  It is not on the
internet.  I just plugged in a Westbend external hard drive into a u s b
port.  It told me that I did not have the drivers to run this device.  I
have met with this before with an older printer.  Could someone tell me how
to go about locating drivers?  I have attempted this before, with no luck.
I feel like I am chasing a rabbit.  grin!  The rabbit is winning.  heh heh
heh!  Any help would be greatly appreciated.  Thanks in advance.
