Your post could become confusing.
You started with programs, and then jumped to processes, and then back to 
the mention of programs again.
Programs that are listed in the startup group in the system configuration 
utility, should not be directly associated with running processes that are
shown in the Windows task manager.
>From what I've seen on several systems, programs loading at startup, do not 
always show up as running processes.
On the other hand, many of the services loaded at startup will show up as 
running processes.
Normally you can expect a direct connection between programsloading at 
startup with programs shown in the system tray,,
however, not all programs that load at startup, will have an icon in the 
system tray.
It has been my experience that the majority of programs that load at 
startup,
with the exception of security software, are unnecessary.
When these programs are allowed to load, they steal valuable resources when 
they are not even being used by the computer user.
Because there are so many different configurations from so many different 
computer manufacturers, it can be difficult to accurately say
which can stay, and which ones need to go.
A general rule of thumb to go by is this:
If you study the path of the program in question, and find that is to the 
c:\program files directory,
more than likely it can be disabled without harm to the system or boot 
routine.
When installing software, the user should be alert to any dialogue that asks 
to load the program at startup, and say no to that dialogue.
Again, that is with the exception of security software.
Most Programs do not have to be loaded at startup, this is only done as a 
convenience to the user.
