Tony, If you are wanting to change the voice rate and keep the changes, here is what I do.
I press the alt key and arrow over to settings. I then arrow down to speech settings and enter. There you will find pitch, rate and voice choices. After I make the desired changes, I press the alt key, arrow to settings, arrow down and enter on save the settings. It will give you an option to name your settings file. I just select default and have it replace any other default settings. If you want to just increase the rate for a single document, press the right mouse key on the num pad. This will increase the rate. This is a loop. The only way to get the rate slower is continue increasing the rate until it loops back around.
