Victor, I have done this with GoldWave. Actually, the default for GoldWave
is the .wav format. The primary reason for recording sounds in this way is
that GoldWave can effectively edit them down to the microsecond if
necessary. As Bob was telling you, you have numerous sources from which to
take your sound. If you are using a tape recorder or cassette recorder as
your sound source, then you would be using a "Line In/Mic" option. Once
the recording is made, you can edit it. For example, you can trim the
silent parts from either end of the recording or you can edit out a section
which is unacceptable for one reason or another. GoldWave is very capable
here. An entire list of commands is available. Chris, the designer has
always worked closely with the visually impaired.

Converting the file to another format such as MP3 is done for one
important reason.
When a sound is recorded in the .wav mode, it takes up a tremendous amount
of space. But when it's converted to the MP3 or even the .WMA format,
you can store a great deal more in your hard drive.
Once converted, it's not impossible to edit an MP3 but it's a lot harder.
Converting in GoldWave is a dream. You just have to open the file, then
access the File menu. The Save As option gives you a variety of file types
you can save the sound in. It also gives you the option of choosing
kilobytes per second and so on. There are default settings and some of the
pre-set options tell you what that particular setting is best for.
You choose a name like "Victor Gets Plastered.MP3" and away you go. When
you click on the "Okay" the file is converted and saved for you in whatever
folder you have chosen.

That is it in a general sense.
I really hope this helps. You have been very helpful to me in the past.
