It works fine on my computer.  Windows XP with a Soundmax sound card.  The 
shortcut that is executed by the Ctrl-Alt-M key command should be
x:\dir\mute.exe off
where x = the drive letter where the program is located
dir = the folder where the mute.exe program is located

With the shortcut setup like this, the only function the program will 
perform is to turn the mute OFF (turn the sound back on).  If you don't put 
any parameter after the mute.exe command, the program will function in the 
toggle mode.  The only thing I ever want the program to do is to turn the 
mute off, that's why I use the OFF parameter.
