If you have a 2.0 USB card plugged into a USB 1.1 capable computer, devices
plugged into this card will nonetheless work at 2.0 speed because they are
connecting to chips within that USB 2.0 card and not to the actual
motherboard of the computer. Thus, devices plugged into this card will run
at 2.0 speed, but this will not change the speed of the other ports which
are actually connected to the motherboard itself. This is the same whether
you are buying a card for the slot in a laptop or installing a similar one
internally into a desktop.

I hope this helps.
Erin
