Bizarre issue for sure but not uncommon in "crap-sta", whoops, I mean Vista.
Anyway, I found this information on a couple sites. Apparently, this issue
is dated back to Windows Server where Admins can set a limit for accounts to
expire if not used in a set time frame, and Vista seems to have an issue
with setting this flag in error. First, you can  ...

Option 1:

Go to Run, type msconfig and press enter. This will open a control box of
settings. You need to find UAC under the Tools tab and disable it. This may
correct your issue but not sure.

Option 2:

If the UAC (User Access Control) does not fix your issue you can try a
registry edit. You will need to do the following. Please be sure to export a
copy of your registry to the desktop prior to making changes in case you
make a mess. Double-clicking or hitting enter on the REG file will reload
the old registry.

Start > Run > type regedit and enter

Find the following key

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList

a) Ensure the key name doesn't end in ".bad"
b) Ensure the RefCount value is 0
c) Ensure the State value is 0

Now all this said, I cannot verify any of this because I do not have a Vista
machine to look at.
