Go to desktop using Windows + M, make sure nothing is selected by using Ctrl 
+ space if necessary, right-click, go down/up to properties and hit enter.

Then go to the desktop page/tab, and tab to customize desktop... button, and 
hit space, then move up and down and make sure the My computer option is 
checked, tab to Ok, tab to Ok, and there you go.

This is on my Windows XP pro machine but should be similar on most similar 
versions.
