To simply turn the sounds off just puts a band-aid on the problem and does 
not correct the underlying problem.

One of the questions that comes to mind is whether you currently have 
anything connected to the computer in the first place?

Next you have to ask yourself whether those devices are functioning 
properly?

Next, check that power is going to those devices properly, with no power 
fluctuations or power spikes.

After that, check your system device manager to see if you have any 
extraneous devices on there that shouldn't be there.

I think you should answer the above questions first, then I think, we can 
help you from that point.
