Only things I can think of off-hand is to firstly make sure the window is in fact maximised etc. (Alt+Space, then X), but since that's the system menu, I suppose it might not want to work or something.
Alternatively, you could try a printscreen/screen capture, and then try do a form of OCR on it to see what's actually displaying up at the top, and along the lines of the first idea, if you activate the tools menu, what then happens if you try using the left/right cursor keys or tabbing from a menu item?
