Ok.

After doing a bit of a search on google, I found a link to this page:

where the instructions for fixing what seems to be the same problem are as 
follows:

Under Tools dropdown, click Toolbars, Click Links - the links bar appears.
Now right click on some empty space on the Links Bar - another drop down
menu appears (links and menus are both ticked), untick menus - then tick
menus - hey presto up comes the menu bar!
