Originally DVD playback was not a native feature of XP. Quote from Microsoft
below.
" As a consumer purchasing a new PC or
DVD drive with DVD playback support, a portion of your purchase cost goes
towards licensing a decoder (typically software) required to play back DVDs.
Rather than charge you twice for this license (once when you bought your PC
or drive, and the second time as a part of the cost of your copy of Windows
XP), we worked closely with the third-party manufacturers of DVD decoders to
update their solutions. The result is, the best range of playback options
and support in Windows XP at the lowest cost to you, the consumer. The end
result is more freedom of choice when selecting a DVD decoder.'

In other  words you need to find another solution. Later versions of Windows
Media Player may provide DVD playback support but there are definitely some
freeware solutions..  I have read   that Media Player Classic which comes
with the Real Alternative setup will play back DVDs although I  have not
personally tried this out.

Real Alternative is widely available  and is definitely on the Jaws User
Programs page.

I am looking on the windows xp home disc to install windows xp dvd program.
I don't see it on the disc but I was sure it was there earlier.  What is the
