I've been really happy with the Olympus DS-30, DS-40, and DS-50 digital recorders, as these have voice output for some of the features. You can connect them to the computer and transfer files back and forth between the computer and digital recorder via MyComputer or Window Explorer, so JAWS works well with this. I've not tried to use the software that comes with these devices, so I do not know if JAWS works with it.
Some of the lower end Olympus digital recorders are great for just recording multiple notes, but they do not interface with the computer, thus not JAWS compatible. . These are in no way in the same category as the Victor Stream, so I'm not sure if I have provided you with the info you are wanting.
