Problems of this kind are most often caused by having the hide inactive icons option checked under the Taskbar properties. You do not say what version of windows you have, but if you have classic view under xp, you will find a settings menu on the Start Menu which will include Taskbar and Start Menu properties. You may have to press control to switch between tabs. Hide inactive icons is at the end of the Task bar properties. If this is checked then press the space bar to uncheck and your difficulty should go away.
