I cannot swear to this but I have a suspicion that the core components of the Microsoft Sapi 5 engine may be necessary for some non Microsoft Sapi 5 voices to work.
I think that in the past when installing some voices they have required the Microsoft TTS to be in place. So I am not sure that the Microsoft TTS is actually optional if you want Sapi 5. The simplest way to check it out is to go to programs, accessories, accessibility, narrator, or hit the windows key + U key combo to automatically start it.
