I cannot swear to this but I have a suspicion that the core components of
the Microsoft Sapi 5 engine may be necessary for some non Microsoft Sapi 5
voices to work.

I think that in the past when installing some voices they have required the
Microsoft TTS to be in place. So I am not sure that the Microsoft TTS is
actually optional if you want Sapi 5.

It is generally built into the microsoft narrator that OSes like XP have, 
and it also provides voices etc. for some other apps.

The simplest way to check it out is to go to programs, accessories, 
accessibility, narrator, or hit the windows key + U key combo to 
automatically start it.

I honestly just use it as a form of final backup if other things go wrong, 
or else games like kitchensincs use it's voices for game play etc.
