It is configuring Windows Explorer. I have dealt with the exact same
problem after I ran a System Recovery and I thought I had everything
configured correctly.

No, everything's configured here just fine thanks but you have hit on the
difference, the Windows version is why it works one way on one system and
some other way on another machine.
It makes no difference whether the Classic Startmenu is used.

I never used the Pro version, but on the Home edition you hit tab twice
and
it'll tell you to put in the hot key. Also, in Vista Home Premium 64 Bit
which I am currently using. That is one I learned from the Jaws Help
Menu.
It could also be that you do not have your Windows system correctly
configured. It has happened to me before. I know one web site that had
the
configuration for XP was JFW Lite. When you don't have it correctly
configured it seems like that.

Here on WindowsXp-Pro is what you see when hitting alt plus enter on
the My Documents icon on the desktop.
Notice that there is no place to assign a shortcut key.

It works. After you hear the first thing you Tab twice and it'll tell
you to input the Hot Key. after you hit the hot key you want, Tab to
apply, hit enter. Then Tab to OK and it's done.

When you press alt + enter to access the properties dialogue for My
Documents from the desktop this is what you get.
My Documents Properties

There is not a shortcut key option in here and so this is why you
create your shortcut through the applications key and follow the rest

1. go to the my documents entry on your desktop.
2. Right click on that item with your applications key and arrow
up or down until you hear create shortcut and press enter.
3. you now have a shortcut on your desktop you want to look for
called shortcut to my documents. When you find it, right click
again and go to the properties.
4. You can tab through the properties until you find the place to
fill in your shortcut key.
5. Pick the key you want; hit it and press enter.
