The setting you need is probably in the regional and language options in

Subject: [Blind-Computing] Changing keyboard layouts


When I used the DOS operating system back in 1988 I was able to change 
keyboard layouts so that I could change to a United Kingdom keyboard or a 
french layout.  Now that I am using Windows XP I need to change keyboard 
layouts for Spanish and French and wonder if there is a way to do this in 
Windows.

Any help would be appreciated.
