I don't think it is installed automatically in the XP Home Edition. You can, however, install it from the XP CD. (I'm assuming that you can do that on a Netbook, but I actually don't know that.)
1. Insert the CD Rom and navigate to CD-ROM Drive:\VALUEADD\MSFT\NTBACKUP 2. Launch the Ntbackup.msi file to start the wizard that installs Backup 3.
