What version of Windows are you using?
Is your internet connection dial-up?
What type of downloads are you referring to?
Your question is too general for anyone to give specifics on how to 
accomplish the task.

I need to schedule thing to download other things. and connect to
internet at 2AM.
i dont want at other times.
