This is correct if you're going to connect the two machines directly to each
other.
The cross over cable won't work with a switch.
If you plan to expand your network I recommend using regular patch cables
and a switch and/or a router.

If you want to connect two desktops, you need a cross over cable.
As I know, you don't need any program. All you have in windows. Only that 
you need to do is to go to: Control panel, and to start network setup 
wizard.
