Unless there are compelling reasons for you to do so, I think you don't have
to completely uninstall Windows XP to install Windows 7. While it is true that 
Windows XP may be getting old (of which even Windows 7 is also getting old as 
well -- we know for sure that another Windows version gonna come before 2014), 
I suggest that you consider buying a new PC that comes with Windows 7. 
Personally that is the route I took because I didn't want to wipe off my 
documents or even miss my old programmes.
However, if for any other reasons you can not get a new PC, consider also partitioning your hard drive (if you have at least 320 GB) and install Windows 7 in a fresh partition. This way, you still have your Windows XP intact alongside with Windows 7. If you find that you are in a buoyant Windows 7 mood, you just boot into Win7, but if you miss Outlook Express, just boot into Windows XP and the rest of the world will smile along with you.
Just my thought, but I respect others who may have other ideas.

As for price of Windows 7, this is a matter which depends with where you are and the edition of Windows 7. For instance, here you would need to fork out about $200 for a Windows 7 Enterprise edition. Just check with your local software vendors for accurate pricing.
