It seems that around 2007 they switched from wxWidgets for their user interface to using qt as their default. They had promised that they would try to provide an accessible wx interface as a plug-in. VLC also supports skins for the interface. I will play around, ask a few questions and see if there is a solution for the current or future versions.

I was looking on the site for video lan where you get vlc media player and if you look in the ftp link for older versions and get the last one for 0.8.6 i you will be able to navigate titles and chapters on a dvd. It seem to work really well so far.
