Hi anna, John here. I work in International so it happens all of the time to me. Outlook Express will ask permission to download a language pack so that it can show a particular language with the correct punctuation, accents and so on. The language pack is harmless. You probably received an e-mail with some elements shown in another language. If it's legitimate, it won't hurt your system at all.
