  Hi Jason;

  To check the cursor blink rate using XP Home or Pro do the following;
  1. Open the Control Panel & press enter on Accessibility Options.
  2. When Accessibility Options opens you will be on the Keyboard Page so,
  Control + tab, 2 times to the Display Page.
  3. Tab a couple of times to, Cursor Options, Jaws should read, Blink Rate,
  left, right slider, 63%. If Jaws doesn't say this, use your arrow keys,
up
  & down until you get to 63%.
  4. Tab 1 more time to check your Cursor Options Width, this should be at
0%.
  If any changes were made, tab to apply, press spacebar, tab to okay press
  spacebar & Alt + F4 to close the Control Panel.

  Hope this helps.  Take care.
  Mike
