well, just so you no,
I did try to change the cursor blink from 100% to 63% the setting wouldn't 
stick after I applied.
I'm using windows7.

although I must say, I really have no reason to change the setting.

I now remember what problems I was havin that reducing the blink rate from
100% to the default of 63% fixed.  When I would try to read character by
character, Jaws would keep repeating the letter that was highlighted very
rapidly and wouldn't stop until you arrowed to the next character.  Then, if
only stopped briefly and start the repeating process all over again.  I wish
I had an answer as to why you can't change your blink rate but, hopefully
someone on the list will be able to help you.  Also along with the default
blink rate is supposed to be set at 63%, the Cursor width default setting is
supposed tobe set at, 0%, that is, (ZERO%).  I checked with Freedom
Scientific this morning to verify these settings.  Hope this helps.  Take

  Hmm, my cursor blink rate was set at 100%.  However, it refuses to stay
  adjusted to another value.  I set it to 63%, hit apply and it shows 63%.
  I then hit OK, go back into the dialog box, and it is set to 100% again.
