Ok, that's generally a connection/configuration issue, and those settings, which you can generally find using tools menu, hitting up arrow and then hitting enter on account options, selecting an account from list, and hitting alt + P for properties, and then ctrl + tab to servers page would most likely be relevant, but the actual settings you want to change there would generally be specific to your internet service provider FWIW.
Also, if you hit space bar on the details button, you might get more information when then tabbing around that error dialogue.
