Below are some notes that I have saved on your issue just in case I got the
nerve to graduate to Windows7.

This is from Inthane's grab bag of windows 7 amazing things:

tentive instructions:
go into control panel, tab to appearances and personalization, and
enter on it.
now tab to task bar and start menu.   and enter on it.
now control tab to start menu tab, go to "customize", scroll down to
"control panel", and instead of
"display as a link" check "display as a menu". You will get a list of
control menu items.

You can set it to show as a menu. Here's how to do it:
1. Press alt+enter on anywhere but the desktop. Try the start button.
2. Ctrl+tab to the start menu page and click the customize button.
3. Down arrow to Control Panel, make sure it is opened, down arrow to
display as menu, press space to turn it on, tab to ok button and
activate it.

I do not think it is possible to view the Control Panel as a list in
Windows 7.  It is possible to view it as a grid of icons.  At least in
this view, first letter navigation works.

Do the following:

1.  Open the Control Panel.

2.  Press Control + e, to get to the Search box.

3.  Tab once to what is labeled the "Category" button.

4.  Press Space on this button.  It is actually a drop down list.  Arrow
down to "Large icons", and press Enter.

Yes, you just check list in view menu and its the same in folder
options. They did add a few more to the view tab menu list, but still
doable.
