If anyone in your family you might well be able to get Office 2010 pro at a much reduced priced, for example here in the UK there is a website where we register someone at school or college and we buy the software registered to their name and thus get the student discount.

Why don't you uninstall Office 2000, install Office 2007, & install a stand alone version of Outlook. I've heard that you can get free stand alone versions of Outlook. I could have heard wrong but, it might be worth a try. Another thing to try, completely uninstall Office2000, reinstall it using the custom install option but, when reinstalling do not install anything, but the Outlook portion of the program suite.
