If I remember right the t mobile dash does offer speech just not for everything. It can announce in coming calls, text messages and call waiting. Since it didn't speak everything I wanted it to speak, I purchased mobile speaks as well...

I have an HTC Dash phone through T-Mobile. It has a Windows platform. So I had to purchase a software program called MobileSpeak. Unfortunately, it is somewhat pricey (I paid about $500 for it). T-Mobile does not really have a TTS (text to speech) application at this time. However, if it is a phone from AT&T, there is an application called TalkBack and I believe it is a free program.
