Is this recurring, or like first time/once off? My guess would be that - and not sure it would actually work like this - but in the background, notepad is doing something like asking you if you want to save changes to the file, and that's why the main window is ignoring your requests to close, etc., but I would sort of assume that if you alt + tab you might be able to get access to the prompt dialogue, or something, but anyway.
