I have tried several things that would initiate a sound, such as adding a
USB device, with no luck. I get no add sound and no remove sound even with
several minutes between each event.

Strange, since it works fine on both my older windowsXP machines, and my
newer windows7 machines, but anyway.
Can only think that it's default audio input source, or something is
interfering with the PC's sound output, but anyway.
To test/see if the computer has actually muted completely, try something
like hitting left shift 5 times in quick succession to initiate/bring up
the sticky keys dialogue, since, on windows XP, that comes up with a
rather noticeable sound, and takes focus away from other apps, and you
can then just hit escape to cancel it if it doesn't help at all.

I have found out that I can not use audacity on my system. When I launch
it it cuts out my sound card including jaws and I can't get it back
unless I reboot the pc. Not sure what the issue is.

Operating system?
I use either audacity, or on windows7, sometimes, it's built in sound
recorder works alright for me, but, here's a link to a guide for using
audacity along with jaws:
