[Blind-Computing] In the center of screen!

I have a friend that is having some problems,when he visits some sights that 
has some kind of podcasts it wants to put it on his computer & there is a 
allow & declined buttons but when he hits the declined button some times it 
goes away & other times it stays Is there a solution?
